<content:encoded><![CDATA[<p>Hamburgo logo terá um sistema de empréstimo de bicicletas de uso público. De acordo com o projeto apresentado na última quinta-feira a um grupo de técnicos e políticos (e a mim, que também estava lá de moletom e barba por fazer, entre um monte de gente chique em traje social), mil bicicletas poderão ser encontradas em 60 estações localizadas no centrão da cidade a partir de abril do ano que vem. Nos doze meses seguintes, outros 500 veículos serão adquiridos e mais 70 estações serão construídas nos bairros que circundam o centro. O projeto ainda não está finalizado, mas se enquadra na ousada meta de dobrar o número de viagens de bicicleta até 2015. Atualmente, 9% de todas as viagens são realizadas sobre duas rodas e sem motor.</p>
<p>O que será feito em Hamburgo, entretanto, não é nada original. A cidade está simplesmente copiando o que já existe em Viena, Paris, Lyon, Bruxelas, Luxemburgo, Barcelona, Copenhague, Oslo, entre outras cidades européias. Na verdade, a idéia de colocar bicicletas à disposição de moradores e turistas de uma cidade é velha. Em Amsterdã, um grupo anarquista ficou famoso em espalhar pelas ruas bicicletas pintadas de branco para o uso público. A idéia não foi muito adiante, porque aos poucos elas foram desaparecendo. Em Copenhague, pegar uma bicicleta não exige cadastro nenhum. Mas ai de quem for flagrado com a bicicleta fora do centro da cidade!</p>
<p>Em maio de 2005, Lyon, na França, inaugurou um serviço de empréstimo de bicicletas. O usuário se cadastra por uma semana ou por um ano por um preço módico (1 euro ou 5 euros, respectivamente). Os cadastrados podem usar a bicicleta por meia hora e devolvê-la em um dos estacionamentos sem pagar nada a mais. Paga apenas quem passa de meia hora -- que, na verdade, é tempo suficiente para um belo deslocamento na cidade da impressionante Place Bellecour. O marketing é outra característica essencial: as bicicletas, as estações, os painéis de informação e o site seguem uma identidade visual marcante e o sistema tem um nome genial (VéloV). Com isso, Lyon se apresenta ao mundo como uma cidade sustentável e persegue o objetivo de reduzir em 10% as viagens feitas de carro.</p>
<p>O sistema de Lyon virou paradigma para diversas cidades. Paris foi na cola do sucesso de Lyon e hoje tem um sistema de aluguel de bicicletas à altura da metrópole. Em julho do ano passado, Paris inaugurou o Vélib -- outro nome muito bom -- com mais de 10.000 bicicletas a serem pegas ou devolvidas em 750 estações. A cidade não parou por aí. Hoje em dia, são 20.600 bicicletas e 1.451 estações. Por isso, quase todo mundo que pensa em bicicleta como meio público de transporte pensa na capital francesa. Acho que só a prefeitura de São Paulo ainda não pensou bem nisso. Mas o Metrô pensou.</p>
<p>Anteontem, a Companhia do Metropolitano anunciou que oferecerá bicicletas públicas em estações das linhas 1 e 3. Não será nada em grande escala. 80 bicicletas a mais em uma cidade de 11 milhões de habitantes não se produzirão nenhum grande impacto na forma como a maioria das pessoas se locomove. Mas, ainda que tímido, já é um começo. É um esforço que se soma ao feito, no início do ano, por uma parceria entre uma companhia de seguros e uma rede de estacionamentos. E é também a confirmação de que a Prefeitura de São Paulo poderia fazer muito mais por uma cidade mais saudável.</p>

<content:encoded><![CDATA[<p>I finally got around to subscribing to the <a href="http://www.velib.paris.fr/" target="_blank">Vélib</a> bike rental system. I had been taking out 7-day passes, but at 5€ a pop, the 29€ annual subscription made more sense than paying 100€ or so for short-term rentals during biking season. The Vélib website can show you in real time how many bikes are available at each rental station. Once you have a subscription, it shows how many rentals you have made and the cumulative time for the rentals.</p>
<p>What it CAN'T do is let you subscribe on-line! It lets you THINK you are, as you fill in all the relevant data on the forms on the site. But when you get to the end, it tells you to print it out and mail it in. Mail? WTF is that about? I want instant gratification! I am used to getting things NOW! In the US, I can order something from California and have it on my doorstep the next day. Why can't I just click a button and have my subscription? Ironically, the 1 &#38; 7-day subscriptions can be done at the terminals at most of the rental stations. They have the same requirements: I need to have a bank account with at least a 150€ balance (security deposit in case you "lose" the bike). I put my bank-card in the slot, select a 4-digit PIN and I am ready to roll for the next 1-7 days! But to get the year-long plan, gotta mail in a paper check via snail-mail and wait.</p>
<p>So I did, and I got something back in the mail in a few days - a rejection!</p>
<p>Seems I didn't include a pre-printed RIB from my bank. A RIB is a slip of paper with your account number on it. All of the info on the RIB was also included on the application forms, but that was not sufficient. So I print out a copy of my RIB from a scan I made and send it back. This time it takes a couple of weeks to get a reply, but my subscription was activated about a week after I mailed it. I knew because I had to go to the terminal and confirm it when I tried to rent a bike (I already had a 7-day plan in effect at the time).</p>
<p>I try to ride into work in the morning when it's cool. As long as the roads are dry. Since I'm dressed for work, I don't want to get all wet &#38; nasty on the way. The nearest station is about 500 feet from my door. Unfortunately, it is not a popular drop-off point. Several times I have gotten the last bike, or there have been no bikes at all. There is another small station just down the road.</p>

<p>Another drawback is that the area I work in (La Défense) is not serviced by the system (yet). I drop off my bike on ave Madrid near the Bois de Boulogne and walk the rest of the 1.5 miles. According to the latest reports, 300 new stations in the banlieue are to be built. Hopefully, there will be a few in La Défense.</p>
<p>On Saturday mornings, I just grab a bike and basically try and get lost. It's not too hard. Paris is not a geometrically laid out city. There are a lot of bike paths in the city, but in the more touristy places, you have to constantly dodge the pedestrians in the bike lanes. If there is a street market, cars &#38; trucks will probably be blocking the path.</p>
<p>The opposite situation as pictured above can occur, too. I was riding out to the eleventh this week and I was approaching the end of my free 30 minute rental, so I looked for a dock on Blvd Richard Lenoir. No luck. I passed five or six stations, each one full of bikes and no free docks. Feast or famine.</p>
<p><strong>Gaming the System</strong></p>
<p>I mentioned that you get the first 30 minutes of each rental free with your subscription. They charge a euro for the next 30, then two euro for the next and then four for the next and all subsequent 30 minute periods. So you want to limit your rides to 30 minutes. The system is intended for transportation and not touring. Anyway, to encourage people to bike uphill, they have special stations (V+) at "high altitude" locations. If you take a bike at a non V+ station and return it to a V+ station, you get a 15 minute credit (cumulative). There is a V+ station near me. It is meant to draw people up from the Eiffel Tower to the Arc de Triomph. However, I can reach it from my apartment in a few minutes with no uphill biking. So now, when I'm not in a hurry, I take a bike at a station near me and return it to the V+ station. Then I take another bike and continue on. Each time I rack up the 15 minute credit. Oooh! I am so <em>evil</em>! ;)</p>

<p>1. Biden as VP: He's not who I would have preferred (Brian Schweitzer or Sherrod Brown) but I appreciate his debating skills and willingness to aggressively go after McCain. I think he's a strong choice and radically better than Kaine or Bayh would have been. Also, he's the man responsible for the <a href="http://blogs.tnr.com/tnr/blogs/the_plank/archive/2008/08/25/the-strange-silence-on-biden-s-signature-accomplishment.aspx#comments">Violence Against Women Act</a>.</p>
<p>2. Excellent news: Bike rental, modeled on Lyons' <a href="http://http://www.velov.grandlyon.com/?L=1">Velo'v</a> and Paris' <a href="http://www.velib.paris.fr/">Velib</a>, has arrived in the U.S. with <a href="https://smartbikedc.com/">SmartBike DC</a> in Washington D.C. Hopefully Clear Channel will implement it well and hopefully similar programs start cropping up in other cities around the country.</p>

Am cumpărat-o şi am venit pe ea de la Piaţa Progresul (pe lîngă fosta fabrică Autobuzul) până la Obor-Maşina de Pâine. Am stat niţel pe acasă, am ieşit iarăşi cu ea, la un moment dat am pliat-o, am suit-o în troleibuzul 66 şi după ce am coborât la Universitate ,m-am plimbt cu ea prin Centru. Deocamdată foarte mulţumit: preţ absolut rezonabil (chiar mic), e practică, se poate plia, merge pe unde vrei, are schimbător <a href="http://bike.shimano.com/">Shimano Revoshift </a>cu 6 viteze etc. Acasă am pliat-o şi am băgat-o sub masa din bucătărie. <a href="http://romuluscristea.files.wordpress.com/2008/08/black_steel_01.jpg"><img class="alignleft size-medium wp-image-363" src="http://romuluscristea.wordpress.com/files/2008/08/black_steel_01.jpg?w=300" alt="" width="300" height="224" /></a><br />
Pentru subiectul legat de biciclete voi deschide în curând un nou <strong>blog</strong> dedicat. La fel ca şi colegul meu de serviciu, <a href="http://pebicicleta.blogspot.com/">Ştefan Panfili</a>, pe care tot eu l-am îndemnat şă-şi deschidă blogul <a href="http://pebicicleta.blogspot.com/">Pe bicicletă în Bucureşti</a>. <a href="http://cein.haipa.ro/about/">Cein</a>, un împătimit al ciclismului, foarte priceput de altfel la tot ce înseamnă bicicleta, nu a vrut să-mi asculte sfatul şi să-şi deschidă un blog specializat, dar timpul nu-i pierdut.<br />
Voi deschide <strong>blogul</strong> dedicat bicicletelor,nu de alta, dar am mai făcut nişte cumpărături (un <a href="http://www.youtube.com/watch?v=DjEVTDHqqtM">motor pe benzină de 49 cc </a>şi <a href="http://www.youtube.com/watch?v=QmEi2Lc7IyA">role</a>) şi mă pregătesc luni să mai cumpăr o bicicletă, foarte probabil <a href="http://www.mbaction.com/ME2/Default.asp">MTB</a> sau un <a href="http://www.justbikesandover.co.uk/hybrids-trekking-c-4_45_59.html">trekking</a> (încă nu ştiu, mă mai gândesc şi aştept sfaturi).<br />

<blockquote><p>Currently there are 16,000 Vélib’s in circulation while there will be 20,600 bikes by the end of 2008. Between 2001 and 2007, the number of bikers in Paris has increased by 94% while car traffic has dropped 20% since then. Today the bike accounts for 2 to 3% of all traffic in Paris.</p>
<p>The down site of Vélib’s success is the huge cost as a result of vandalism and spare parts. In the first half year JCDecaux already spent € 20.6 million to keep the bikes on the road.</p></blockquote>
<p>I really enjoyed my day on Velib - but the comments about vandalism struck a chord. But there are so many bikes available that you do not get stuck with a clunker for long, just swap it at the next "station"!</p>
<p>By the way take a look at the parked cars - in Parisian terms those are generous gaps between the cars. Compare this use of curb space to Steveston where Richmond has managed to cut the number of parking spaces available by simply painting lines to delineate each space - and each one large enough for an SUV!</p>

<content:encoded><![CDATA[<p>La bici è contagiosa. L'inatteso successo parigino di <a title="vai al sito di Vélib' [in francese]" href="http://www.velib.paris.fr/">Vélib'</a> (il programma pubblico di noleggio biciclette) è il primo esempio lampante che mi viene in mente.<br />
Credo di avere un altro esempio da portare a sostegno della mia tesi, ma riguarda la mia vita privata: avrò bisogno di qualche riga per spiegarlo, con alcune divagazioni.</p>
<p><!--more-->Da qualche tempo coltivavo il sogno di partire dalla città in cui vivo (Lodi) alla volta di Roma, percorrendo in bici circa 600 chilometri sul tracciato della <a title="leggi la voce su Wikipedia" href="http://it.wikipedia.org/wiki/Via_Francigena">via Francigena</a>, il percorso che fin dal Medioevo veniva battuto dai pellegrini che dal Nord Europa andavano a Roma lungo la via descritta da Sigerico, arcivescovo di Canterbury, durante il suo viaggio di ritorno.</p>
<p>Ne parlai al mio fido compagno di pedalate, il buon <a href="http://ciclosofo.wordpress.com/author/ghizzo/">ghizzo</a> che scrive su questo blog con me, il quale accolse immediatamente l'idea.</p>
<p>Per varie ragioni, però, negli scorsi anni non siamo riusciti mai ad organizzare il viaggio. Il ghizzo, intanto, illustrava l'idea ad un nostro amico comune: e così un'altra persona venne immediatamente "contagiata", convalidando la mia tesi iniziale.</p>
<p>Se sono qui a scrivere queste righe non è però solo per la tesi iniziale: mio malgrado, loro due sono partiti proprio ieri, senza aspettarmi.</p>
<p>Sebbene da una parte io sia contento di vedere realizzata la mia idea, allargata ad altre persone, dall'altra parte sono ovviamente rammaricato per non essere riuscito a farli desistere dall'idea di rimandare ad un'altra data il viaggio, così che potessi aggregarmi. Quest'estate, infatti, non sarei stato in grado di seguirli: ho pochi giorni di ferie a disposizione e li ho destinati tutti (più che volentieri) a mia moglie e al mio piccolo bimbo di quattro mesi.</p>
<p>La gioia di sapere di due moderni pellegrini in bici, quindi, fa a pugni con il dispiacere di non partecipare al viaggio.<br />
Forse, sotto sotto, sono rammaricato perché mi sono sentito in qualche modo escluso e poco considerato: forse mi aspettavo che, conoscendo la voglia e il desiderio che coltivavo, anche loro preferissero aspettare quando fossi stato libero per pedalare con loro. O forse è l'invidia di non poter vivere per primi l'esperienza che tanto desideravo di vivere. Molto probabilmente in loro è prevalso il desiderio di inforcare la bici e partire al più presto, con o senza di me: e di questo devo essere contento.</p>
<p>Vorrà dire che andrò a Roma da solo.</p>

<content:encoded><![CDATA[<p>Hier c'était l'arrivée du Tour de France, avec un traditionnel sprint très disputé sur les Champs-Elysées. Mais hier se tenait aussi un autre événement dans le monde du vélo : le premier anniversaire du Vélib' !</p>

<p>A cette occasion, 365 abonnées à l'année au désormais célèbre vélo en libre service ont été tirés au sort, et ont pu parcourir en Vélib' une partie du parcours du Tour de France, avec comme apothéose le passage sur la ligne d'arrivée quelques heures avant les vrais coureurs.</p>

Unlike the US <a href="http://www.freecycle.org/" target="_blank">freecycle</a> however, this one is free as in freedom, not free as in beer. French has different words for these concepts, so the confusion doesn’t arise. For just 5€ you can use the bicycles as often as you like for a week, provided each journey is less than 30 minutes. There is a bit of fiddling around choosing a working bike and typing the numbers into the kiosk to take it out, but the basics are quickly learned.</p>
<p>So far, I am pretty impressed with the system. It has only been around for a year and it seems to be well used. It helps, of course, that Paris has lanes especially for buses, taxis, and bikes. Of course it has a few problems.</p>

You have a few choices:</p>
<ul>
<li>you can wait for someone to take a bike;</li>
<li>you can look up the nearby bike racks at the kiosk; or</li>
<li>you can buy a one-day ticket (1€) and swap a bike out.</li>
</ul>
<p>The obvious solution is the supermarket trolley approach. When the racks are full, it should be possible to stack the bikes (not vertically of course—that would be silly). They don’t tessellate as nicely as supermarket trolleys, but they could line up side-by-side.</p>

Neither of these problems has yet done more than delay us a few minutes, though this could be very different when late for an urgent appointment. There are lorries that come by to load up bikes from full racks, and presumably populate the empty ones. I had an idea about paying homeless people to move bikes around, but I have no idea how well that would work.</p>
<p>Another obvious shortfall is that there is no user feedback facility. When I check in a bike, I would like to be able to note whether something is wrong with it. The Parisians have created a convention of turning the saddle around to indicate an unusable bike, but this is not universally understood and doesn’t seem to be noticed by the velib’ administrators. Of course the saddle could be turned to any angle, so treating it as a single bit seems wasteful: it could be turned a little to indicate a usable bike with an irritating defect (like out-of-tune gears), or by greater degrees according to the severity of the defect. Turning it left or right could also carry some information, though I can’t think what. The one defect that can’t be indicated in this convention is when the saddle cannot be adjusted.</p>
<p>If you plan on using these, you may want to consider purchasing a <a href="http://en.wikipedia.org/wiki/Navigo_card">Navigo card</a>, which obviates much of the fiddly kiosk interaction. These passes are mainly for Métro travel and cost 5€ if you live outside France. You should also visit a <a href="http://www.monoprix.fr/">Monoprix</a> shop to buy a velib’ map. These are very handy for planning your travel and for looking up the nearest station when out and about. I did download a PDF map to my phone but it wouldn’t draw the bike rack symbols properly and it was a very poor quality map to boot.</p>

<p>With fuel prices on the rise and the effects of global warming becoming more apparent each day, many commuters are turning to greener ways of transportation.<span>  </span>In New York, cab sharing is becoming a popular and cost-effective way to get from place to place.<span>  </span>Websites such as RideAmigos.com allows New Yorkers to search for fellow riders with common destinations and arrange to share a ride.<span>  </span>In Washington D.C., a program called SmartBike DC allows commuters to rent bicycles by the hour to efficiently get around the Capitol.<span>  </span>In Paris, a similar bike rental program, called Velib, allows Parisians (and tourists) access to public bicycles, creating an effective alternative for reaching destination points between Metro stations.<span>  Swedish </span>home furnishings giant IKEA takes the concept of rental bicycles one step further by providing “trailer bikes,” bicycles equipped with carts, as an eco-friendly way for shoppers to transport their flat-packed goods back home. These innovative methods of alternative transportation are gradually beginning to take off in many major cities.</p>

<p>In New York, a crowded city where traffic congestion and delayed subway trains are a daily nuisance, it would be refreshing to find other (greener) means of transportation. However, a recurring problem is that most urban roads were not designed with cyclists in mind.<span>  </span>The lack of separate bicycle lanes in many cities heightens the risk of accidents for cyclists, and also deters many from considering biking as an alternate form of commute.<span>  </span>This trend for sustainability is still relatively new, and many people are only slowly beginning to adapt to the mindset of a sustainable lifestyle.<span>   </span>Thus, predictably, it will take a while before cities such as New York are able to fully embrace change for a more sustainable society. A idéia – um sistema computadorizado de aluguéis de bicicletas em estações situadas em praticamente todas as esquinas da cidade e a baixo custo – já foi exportada para outros países como Áustria e Espanha. Há planos para a criação de modelos similares na Finlândia, na Austrália e nos Estados Unidos.</span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="PT-BR">No período de um ano o Valib tornou-se parte da vida dos parisienses, dando um vago ar de Amsterdã ou Cambridge às ruas e bulevares da capital francesa.</span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="PT-BR">Mas o Velib também teve seus problemas. Além dos casos de roubo e destruição de bicicletas, que ocorreram mesmo com um sistema de segurança que pode realizar débitos nas contas bancárias dos usuários, três ciclistas foram mortos. Os motoristas reclamam que milhares de usuários sem a qualificação necessária estão transitando pelas ruas de Paris. Outros motoristas reclamam que as 1200 estações estão ocupando espaços que antes eram disponíveis para estacionamento nas ruas da cidade. </span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="PT-BR">Para alugar uma Velib, você deve inscrever-se no sistema com um cartão de crédito. A inscrição anual custa 29 euros, a semanal custa 5 euros e a diária custa 1 euro. A primeira meia-hora de cada aluguel é gratuita. A segunda meia-hora custa 1 euro. Em seguida, a taxa aumenta gradativamente. </span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="PT-BR">Cada uma das Velib é usada aproximadamente 7 vezes ao dia. O trajeto médio é de 18 minutos. Em outras palavras, os percursos em sua maioria são gratuitos, aparte o custo de inscrição. Você pode retirar uma bicicleta de uma estação e deixá-la em outra, em qualquer lugar da cidade, desde que haja uma vaga disponível na estação.</span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="PT-BR">O Velib também foi considerado como um novo e exitoso modelo de parceria público-privada.<span> </span>Os resultados são positivos para a prefeitura de Paris, que já embolsou 20 milhões de euros no primeiro ano. Enquanto o prefeito de Paris Bertrand Delanoë comemora o primeiro ano do lançamento do Velib, suas equipes já trabalham para o lançamento do Autolib. Trata-se de um sistema de compartilhamento de automóveis em grande escala. O objetivo da prefeitura é inaugurar, no início de 2010, um sistema que disponibilizará 4 mil carros com tecnologia de propulsão não poluente – os chamados “veículos limpos” – <span> </span>em 700 estações (200 subterrâneas e 500 na superfície) à disposição dos cidadãos de Paris e de 80 cidades dos arredores. É um projeto megalomaníaco? A promessa de campanha do prefeito socialista suscita numerosos questionamentos.</span></p>
<p class="MsoNormal"><span lang="PT-BR">Antes de tudo, a prefeitura deverá popularizar a idéia. Você mesmo pode fazer um teste: pergunte ao seu vizinho o que é o compartilhamento de automóveis e ele deverá responder: <em>“é andarmos juntos no seu ou no meu carro”</em>. Mas a resposta é incorreta, há um erro de interpretação.</span></p>
<p class="MsoNormal"><span lang="PT-BR">A partilha de carros já existe em Paris desde 1999, quando foi criada a Caisse Comune, a primeira empresa privada a lançar-se neste mercado. Em 2007, duas outras a seguiram. O maior inconveniente de suas propostas é que as três empresas funcionam com trajetos fechados, isto é, o veículo deve ser retirado e devolvido no mesmo local. As três empresas contam atualmente com cerca de 5 mil usuários, um número irrisório se comparado aos 2 milhões de habitantes da capital francesa. Assim, para melhorar a proposta, Delanoë quer usar um sistema parecido com o que é utilizado para o Velib, permitindo que o carro seja retirado e entregue em locais diferentes.</span></p>
<p class="MsoNormal"><em><span lang="PT-BR">“<span>É um projeto inovador, existe uma parcela de aventura”</span></span></em><span lang="PT-BR">, afirma Annick Lepetit, adjunta ao<span style="color:red;"> </span>prefeito de Paris encarregada dos transportes. Antes de tudo, ainda falta definir como será financiado o projeto. O máximo que a responsável pode estimar é o custo da instalação de cada estação, que deverá ficar entre 50 mil e 70 mil euros. E o custo para os usuários? <em>“Ser</em></span><em><span lang="PT-BR">á</span></em><em><span lang="PT-BR"> baixo”</span></em><span lang="PT-BR">, assegura Lepetit, suficientemente baixo <em>“<span>para ser atrativo, mas sem entrar em concorrência com o sistema de transportes coletivos”</span></em><span>.</span></span></p>
<p class="MsoNormal"><span lang="PT-BR">Outro desafio do Autolib é o de encontrar uma quantidade suficiente de veículos limpos. Atualmente, nenhum fabricante pode produzir tantos carros elétricos ou h</span><span lang="PT-BR">í</span><span lang="PT-BR">bridos. A prefeitura entrou em negociações com diversas montadoras em busca de um modelo elétrico. Dez proposições de empresas francesas e estrangeiras estão sendo estudadas, entre elas as de Renault, Peugeot-Citroën, Mitsubishi, e mesmo das empresas Bolloré e Dassault, <em>“<span>que não vendem unicamente armamentos</span>”</em>, ressalta Lepetit. <em>“<span>Responderemos positivamente ao fornecedor que melhor respeitar nossas especificações</span>”</em>.</span></p>
<p class="MsoNormal"><span lang="PT-BR">Por fim, existe o problema do espaço. Para estacionar 4 mil carros Autolib são necessários 8 mil vagas de estacionamento. Mas isto não é razão de pânico para os parisienses. <em>“<span>Os locais de estacionamento estão longe de estar saturados, e o objetivo não é acrescentar novos veículos, mas de permitir que usuários não comprem carros individualmente</span>”</em>, acrescenta a representante de prefeitura. </span></p>
<p class="MsoNormal"><span lang="PT-BR">De um ponto de visto político, a idéia não é objeto de unanimidade. Na teoria todos concordam, mas na prática todos desconfiam. Segundo Yves Contassot, deputado do Partido Verde, <em>“<span>os problemas serão os mesmos ocorridos com o Velib. Todos seguirão na mesma direção, haverá estações vazias e outras lotadas. Não imagino um caminhão carregando mais de 30 carros para espalhá-los (como já existe com as bicicletas)”</span></em>. Laurence Douvin, especialista em transportes, eleita conselheira pelo partido da União pela Maioria Presidencial (partido do presidente Nicolas Sarkozy), critica a euforia de Delanoë: <em>“precisamos experimentar o sistema, e não procurar a perfeição de uma hora para outra. Primeiro devemos realizá-lo em pequena escala”</em>. Ao menos a conselheira não quer engatar a marcha ré.</span></p>

<p>Ever since Paris started this experiment in bike sharing, it's been the focus of many articles and blogs on cycling.  The numbers are quite amazing: over 20,000 bicycles spread across 1,451 stations within central Paris.  They say that the Velib bikes account for 30% of all bike traffic in Paris and that 10% of those bikes are people who would have taken their automobile if there was no Velib available.</p>

Some advantages: it is cheaper, is not affected by rising oil prices, a good form of exercise, does not add to pollution and in Singapore, not affected by ERP gantries. In fact, it sounds just like the perfect deal - environmental friendly and healthy way to get around. Some countries have actually started to implement bicycle systems in their cities, paving the way and creating the infrastructure for safe and effective bicycle commuting. An example is <a href="http://en.wikipedia.org/wiki/Velib" target="_blank">Velib</a> of Paris, France which boasts of a network of bicycle facilities (including rental bicycles and docking stations) to enable commuters to get around quicker and with less frustration. <title><![CDATA[Vélibing it up]]></title>

<content:encoded><![CDATA[<p>This week saw the first anniversary of <a href="http://en.wikipedia.org/wiki/Velib">Vélib</a>, the Parisian municipal bike rental system. The bikes - now numbering over 20,000 - were the result of a deal with advertising giants JC Decaux, similar to arrangements already struck in cities such as Lyon and Vienna. The system was simple - you put up a €150 deposit, either by cheque or credit card, paid by the day (€1), by the week (€5), or by the year (€29), and henceforth have the pleasure of being readily able to pick up a bike in any corner of the city. After paying your fee, the first half an hour of each journey is free, with charges applied thereafter.</p>
<p>Arriving in Paris for a month last August, sampling Vélib was one of the first things I did. I hadn't been anywhere near a bike in over a decade, but that first cycle - the collision with a pavement excepted - had me hooked (to the point where getting my own bike became a priority upon my return to Ireland). In the space of a few days Vélib became my main mode of transport around the city. I looked forward to each journey, with the morning trip helping to get my brain alert and the evening ride home clearing away any work-induced cobwebs.</p>
<p>From the saddle of the many Vélibs I used over the month I began to experience a city I thought I knew well in a completely new way. I became familiar with the subtle inclines of the streets, the intricate workings of Parisian traffic, the most convenient routes from x to y. On Sundays, when the roads running alongside the Seine are closed, I could take to the empty bus lanes and wend my way down to the river, and join hordes of other newly bike-loving Parisians on leisurely spins. Best of all, a spin down the rue de Rivoli offered ample opportunity to pretend (within the confines of one's own mind, of course) that you were in the final stage of the Tour de France.</p>
<p>Within days of Vélib's debut, on 15 July, it was being reported that a <a href="http://buckplanning.blogspot.com/2007/07/dublin-shortchanged-on-free-bikes.html">similar deal had been struck for Dublin</a>. It's a year on, and while some of the hoardings included in the deal have been put up none of the distinctive bicycles have, as yet, made their way onto Dublin's streets. I hope that they do so sooner rather than later - and that they put in more than a few hundred bikes. While using the system in Paris I often found myself thinking about how the scheme could work here, and the simple truth is that if it was well-maintained, there's no doubt that a Vélib style scheme (or Rothar, as they might decide to call it) could work just as well in Dublin as it has in Paris.</p>
<p>There's no doubt that, despite my rose-tinted experience of it, Vélib, and schemes like it, has its problems. Vandalism occurs regularly, though the fact that the bikes are so distinctive, and electronically tagged, means that there is less theft than one might expect. However, should the bikes appear in Dublin, such problems could be kept to a minimum if the City Council were willing to implement regular checks of bikes and stations by maintenance crews (as in Paris), as well as surveillance systems at stations.</p>
<p>The truth is that the positives of introducing a similar scheme to Dublin far outweigh the negatives, in the first instance by helping the transport situation in the city. Such bikes could, as in Paris, become an integrated part of the transport network in the city, encouraging people to leave the car at home and take the bus or train in and then finish the remainder of their journey by bike, without worrying about it getting stolen or lugging it home with them. It's clear, though, that the greatest benefit of these schemes lies in just encouraging people to start cycling, be it for the first time - or for the first time in ages. If they don't enjoy it, then that's okay. They can leave the bike back. However, it's probably quite hard to find someone who - with some practice, some knowledge of the rules of the road, and a helmet, of course - doesn't derive great joy from zipping past traffic, having their journey times cut, feeling fitter, and simply <em>enjoying</em> the experience of travelling around their city.</p>

<p>Pas envie de souligner les points négatifs. Parfois, il faut aussi savoir s'auto-congratuler et s'appuyer sur ses acquis pour avancer.</p>

<div>Un anno fa Parigi lanciava il Velib', ovvero il bike sharing, con migliaia di biciclette a noleggio in vari punti della città. E' stato un enorme successo e oggi il quotidiano <em>Liberation  </em>si chiede in prima pagina se non sia l'ora di partire un car sharing su larga scala per ridurre ancora di più il traffico e l'inquinamento.</div>

<p>La frénésie nommée Vélib' célèbrera le 15 juillet son premier anniversaire. Une année marquée par un succès indéniable. Avec le Vélib', les Parisiens ont redécouvert leurs rues sous un angle nouveau. Mais tout ne roule pas comme sur des roulettes pour autant. Vols de vélos, vandalisme et accidents mortels assombrissent le tableau.</p>
<p>Quelques années après le Vélo'v à Lyon, le Vélib' a bouleversé les habitudes de transport de plusieurs milliers de Français. Alors qu'une dizaine de villes du pays ont déjà opté pour l'implantation d'un système de vélos en libre-service, le Vélib' de Paris est sans conteste celui qui fait le plus parler de lui.</p>
<p>Le projet s'est concrétisé le 15 juillet 2007 alors que 750 stations et 10 648 vélos marquaient une nouvelle ère cycliste à Paris. Il y a environ 1200 stations à ce jour et le nombre devrait monter à 1451 avant la fin de l'année. Pour la même période, le nombre de vélos passera de 16 000 à 20 600.</p>
<p><strong>Quelques faits sur le Vélib' </strong></p>
<p>-          Il faut être âgé de 14 ans pour avoir accès au service;</p>
<p>-          Vélib' est une contraction des mots vélo et liberté;</p>
<p>-          Il existe maintenant des stations Bonus V qui sont situées à environ 60 mètres d'altitude. On offre 15 minutes gratuites de plus aux cyclistes s'ils retournent leur vélo à ces stations;</p>
<p>-          La société JCDecaux a investi 85 millions d'euros dans l'aventure Vélib' et espère commencer à récolter des profits en 2012;</p>
<p>-          On peut savoir où des vélos sont disponibles sur Internet.</p>

<p>-          70 000 locations quotidiennes, chiffre qui peut augmenter à 110 000 quand il fait beau;</p>
<p>-          Près de 200 000 personnes possèdent un abonnement annuel;</p>
<p>-          Environ 27 millions de locations en un an;</p>
<p>-          La durée moyenne des trajets est de 18 minutes;</p>
<p>-          Paris possède un réseau cyclable de près de 400 km, dont environ 100 km de couloirs d'autobus ouverts aux cyclistes;</p>
<p>-          Employés de Vélib' : 350;</p>
<p>-          Un sondage révèle que 94 % des usagers se disent satisfaits du service et devraient reprende un abonnement;</p>
<p>-          61 % des abonnés longue durée utilisent le Vélib' pour se rendre quotidiennement au travail ou à l'école;</p>
<p>-          Les 26-35 ans représentent 39 % des usagers;</p>
<p>-          Entre 2001 et 2007, le nombre de cyclistes à Paris a augmenté de 94 %;</p>
<p>-          Les voyages effectués à vélo constituent entre 2 et 3 % du total des déplacements.</p>

<p>-          Près de 700 cyclistes ont été victimes d'accidents en 2007, une augmentation de 37 % par rapport à 2006;</p>
<p>-          Depuis le lancement du service de vélo en libre-service en juillet 2007, 3 usagers du Vélib' sont décédés. Les usagers réclament de véritables pistes cyclables sécuritaires;</p>
<p>-          3000 vélos auraient été volés et 3000 abîmés, le double des premières estimations. Plusieurs utilisateurs ne sont pas familiers avec le système et raccrochent mal le vélo au support. Les coûts d'entretien de la société JCDecaux sont donc très élevés. La mairie de Paris reste vigilante quant à une éventuelle hausse des tarifs;</p>
<p>-          Certains arrondissements sont plus récalcitrants que d'autres à installer des stations de Vélib', causant des trous dans le maillage des stations du réseau;</p>
<p>-          Une liste noire a été créée. Elle contient les noms des personnes ayant déjà volé ou dégradé un vélo, commis une fraude et de ceux ne respectant pas les conditions générales d'utilisation;</p>
<p>-          Les employés de Cyclocity, la filiale de JCDecaux responsable de la maintenance des vélos, ont manifesté parce qu'ils considèrent leurs conditions de travail déplorables;</p>
<p>-          Les vélos sont régulièrement changés de stations selon les périodes d'affluence, mais il manque souvent des vélos à certaines stations ou certaines sont pleines et il faut longtemps chercher une place de stationnement.<br />

<p>Trente communautés des banlieues auront droit au Vélib' prochainement. Ce sont 4 500 vélos et 300 stations qui s'ajouteront au réseau actuel. Le tout avant la fin de l'année, rien de moins.</p>
<p>Le 27 juillet, 350 « Vélib'istes » tirés au sort passeront la ligne d'arrivée du Tour de France quelques heures avant les coureurs de la Grande Boucle.</p>
<p>L'un des objectifs de la mairie de Paris avec le Vélib' est d'entrainer une baisse de la pollution en diminuant la circulation automobile. Il est difficile d'affirmer avec certitude si l'objectif est atteint parce que les trajets effectués en Vélib' étaient auparavant effectués par des marcheurs, des utilisateurs du transport en commun ou des automobilistes.</p>
<p>Les systèmes de vélos en libre-service ont la cote dans le monde. Montréal possèdera à l'automne son propre service, mais à une échelle réduite si l'on compare à la capitale française. Reste à savoir si la Ville de Montréal aura bel et bien appris des erreurs de ses cousines du monde entier.</p>
