<title><![CDATA[Usare la safety car senza ingiustizie sarebbe possibile]]></title>

<content:encoded><![CDATA[<p>Immaginate di mettervi alla televisione per guardare una maratona. Gli atleti partono e percorrono una decina di chilometri, nei quali i primi rifilano diversi minuti agli ultimi, che se la prendono comoda fermandosi a mangiare e bere. La gara viene poi neutralizzata e tutti vengono fatti ripartire senza tenere conto dei distacchi accumulati e quelli che si sono rifocillati vanno a vincere.</p>
<p>Vi sembra giusto?<!--more--></p>
<p>E' quello che è successo domenica scorsa nel GP di Singapore. La vittoria di Alonso sul piano delle prestazioni è falsa quanto l'esempio descritto qui sopra, solo che un'assuefazione al pluriennale utilizzo della safety car probabilmente non ce l'ha fatto notare a prima vista, oppure ce l'ha fatto considerare come "parte del gioco".</p>
<p>Sarebbe però ora di reinventare l'utilizzo della safety car nei Gran Premi di Formula 1, perchè l'averne mutuato l'utilizzo dalle gare americane senza i dovuti adattamenti sta rendendo sempre di più le gare delle rappresentazioni teatrali e non competizioni sportive.</p>
<p>Nelle gare NASCAR e Indycar, svolte in gran parte sugli ovali, ci sta che l'utilizzo della safety car si manifesti con l'entrata in pista davanti al gruppo, ricompattamento, e ripartenza lanciata, in Formula 1 no.</p>

<p class="MsoNormal">Nel caso della gara di Singapore risulta emblematico come un intervento della safety car abbia completamente stravolto il risultato di una gara: prima dell’incidente (del suo compagno di squadra) Alonso era ultimo, staccato di 1’24” da Massa che stava comandando la gara. Dopo la neutralizzazione Alonso si trova in testa con il vantaggio di aver effettuato il rifornimento, mentre Massa è in fondo allo schieramento, vittima del traffico e dei problemi seguiti al pit stop in regime di safety car.</p>
<p class="MsoNormal"><span lang="EN-US">Alonso in condizioni normali non sarebbe nemmeno arrivato a punti e Massa, nonostante I problemi e la penalità, probabilmente avrebbe racimolato dei punti preziosi per la lotta al titolo. </span></p>
<p class="MsoNormal"><span lang="EN-US">Un metodo di verifica, per quanto puramente accademico, è quello di togliere I giri percorsi dietro alla safety car, considerando solo quelli effettuati a pista libera, cinquantatrè, in condizioni di gara “vere”. In questo calcolo Hamilton risulterebbe il vincitore, con mezzo minuto su Rosberg. Alonso risulta staccato di 54 secondi, in sesta posizione, immediatamente davanti a Massa, nonostante i guai e la penalizzazione subita dal brasiliano.</span></p>
<p class="MsoNormal"><span lang="EN-US">E’ chiaro che per quanto questo calcolo non tenga conto delle situazioni verificatesi realmente in pista (duelli, scie, strategie ecc.), un pilota che vince pagando prestazionalmente un secondo al giro ai leader di gara non è un vincitore credibile.</span></p>
<p class="MsoNormal"><span lang="EN-US">L’obiezione più frequente, ed allo stesso tempo la ragione e giustificazione della safety car, è che le gare per somma di tempi non sono comprensibili agli spettatori e generano tempi morti prima della ripartenza, tempi poco gestibili televisivamente. </span></p>
<p class="MsoNormal">Ma una soluzione ci sarebbe: provate a pensare ad una safety car che oltre alle luci rosse e verdi avesse anche un pannello in grado di visualizzare i numeri dei piloti. Invece di rientrare ai box, la safety car potrebbe fermarsi poco prima dell'entrata della pit-lane, dando il via ad uno ad uno ai piloti con i distacchi che avevano prima dell'intervento della stessa.</p>
<p class="MsoNormal">Esempio pratico relativo al Gp di Singapore: Piquet sbatte, la safety car entra in pista, i pit stop si possono fare liberamente in una finestra di un paio di giri, dopodichè ci si riallinea dietro la safety car.<br />
Quando le condizioni lo permettono, la safety car si ferma prima dell'ingresso box con il numero 2 (la vettura di Massa) visualizzato ed il semaforo rosso acceso. Appena Massa si ferma, la safety car gli dà semaforo verde, quindi visualizza il numero 22 (Hamilton) e di nuovo semaforo rosso. Un timer fa trascorrere 4"397 (il distacco di Hamilton da Massa prima della neutralizzazione) e quindi dà semaforo verde, quindi a seguire visualizza il numero 1 di Raikkonen, attende 2"209 e accende il verde, e così via fino all'ultimo pilota in pista.</p>
<p class="MsoNormal">Non sembra difficile, no? </p>

<content:encoded><![CDATA[<p>Ayer todos los aficionados a la F1 volvimos a soñar. Ayer volvieron a nuestras mentes recuerdos pasados llenos de satisfacción y felicidad. Como él dijo, ayer volvimos a vivir los "viejos tiempos". Y es que, gracias a sus manos y a un golpe de suerte, ayer Fernando Alonso nos volvió a emoncionar con una victoria en la F1.</p>
<p>Y no era una victoria cualquiera. Era nada menos que su victoria número 20 y su podio número 50. Y tampoco fue en un circuito cualquiera. Fue en el circuito urbano de Marina Bay, en Singapur, el primer circuito nocturno de la historia de la Fórmula 1.</p>
<p>Partiendo de la posición 15 por su fallo en la Q2, con una estrategia de tres paradas y montando los neumáticos extra blandos en el primer stint, Fernando tuvo que ser el primero en entrar a repostar, beneficiándole enormemente cuando, saliendo de repostar, su compañero Nelson Piquet JR estrelló su monoplaza y el Safety Car se vio obligado a salir. Dado que Alonso era el único que había repostado, todos los demás monoplazas tuvieron que esperar a que se abriese el Pit Lane o entrar a repostar, sometiéndose a un Stop-And-Go, como fue el caso de Rosberg y Kubicka. Una vez se marchó el Safety Car, Alonso era quinto, pero virtualmente era tercero por las penalizaciones de Rosberg y Kubicka, y teniendo por delante a Fisichella y Trulli, que iban con estrategias de una parada. Cuando los dos italianos entraron a hacer su repostaje, Fernando se colocó primero y comenzó a pilotar como solo él sabe hacerlo, y a ganarle puntos al reloj para asegurar su posición. Al final, todo salió a la perfección y Fernando Alonso nos volvió a dedicar una magistral victoria en un circuito de ensueño.</p>

<title><![CDATA[F1. Crónica del GP de Singapur]]></title>

Y el primero en llegar a tal fin ha sido Fernando Alonso, que ha vuelto a lo más alto del podio en un accidentado gran premio.</p>
<p class="MsoNormal" style="text-align:justify;">El gran premio comenzaba sin incidentes, una salida limpia y manteniéndose las posiciones entre los de cabeza; Massa, Hamilton y Raikkonen, que  conservaban sus puestos iniciales. Un toque entre Kubica y Kovalainen hacia a este perder algunas posiciones y una buena salida de Alonso le permitía ganar un par de posiciones.</p>
<p class="MsoNormal" style="text-align:justify;">En la primera parte de carrera los tres de cabeza se distanciaban del resto, y en una muy buena tanda, Raikkonen comenzaba a cosechar una serie de vueltas rápidas consecutivas, acercándose a Hamilton.</p>
<p class="MsoNormal" style="text-align:justify;">Entre tanto se abrió la ventana para repostar, y aquí estuvo la clave de la carrera. Alonso entró entre los primeros. Poco después su compañero, Nelson Piquet, sufrió un accidente, lo cual obligó al safety car a salir a pista y se sucedieron los hechos. Nico Rosberg y Robert Kubica tuvieron que entrar a repostar con el pit lane cerrado, lo cual después les supondría un ‘stop and go’, especialmente negativo para Rosberg, ya que tras el SC se encontró con una carrera muy favorable. En este tiempo el coche de Barrichello se detiene, presumiblemente por falta de carburante. Y lo peor estaba por llegar: Se abre el pit lane, Massa y Raikkonen tienen que entrar a la vez; Hamilton también entra. Mientras Massa repostaba, el semáforo que regula la salida del pit stop de Ferrari se pone en verde y este sale arrancando la manguera y llevándosela puesta. Raikkonen pierde el tiempo de la parada de Massa mas la suya propia -al haber entrados los dos a la vez-  y ambos salen muy retrasados.</p>
<p class="MsoNormal" style="text-align:justify;">De ahí hasta el final, tras los stop and go y repostajes de los pilotos que iban delante, Alonso toma la delantera y se coloca en primera posición, que no abandonaría hasta el final, a pesar de un segundo safety car debido a un accidente de Adrian Sutil. Un liderato de carrera sólido, haciendo buenos tiempos por vuelta, y dando una inyección de moral tanto al piloto como al equipo. Enhorabuena.</p>
<p class="MsoNormal" style="text-align:justify;">De este GP hay varias cosas a reseñar. Ferrari la pifia una tras otra. El equipo y los pilotos. Este ha sido un gran premio de cero puntos para el equipo. Oigan, ustedes se están jugando dos mundiales, pilotos y escuderias. Espabilen, que un semáforo no puede acabar con la carrera de uno de sus pilotos, y perjudicarle en sus opciones al mundial. Que otro de sus pilotos lleva cuatro carreras seguidas sin puntuar. (Ojo, esto no quiere decir que no sean pilotos para la fisolofia Ferrari, como algunos se empeñan en decir).</p>
<p class="MsoNormal" style="text-align:justify;">Hamilton lo tiene en bandeja, y depende de sí mismo para convertirse en el campeón mas joven de la historia.</p>

<p style="text-align:justify;">Há mais de uma ano o bicampeão mundial (2004-2005), Fernando Alonso, não chegava ao lugar mais alto do pódio. Hoje após as conturbadas tomadas do Safety Car e o desequílibrio das grandes equipes, foi ele quem mais brilhou em Cingapura. Alonso mostrou seu diferencial e teve a categoria do grande piloto que é para somar a vigésima vitória em seu currículo. Nico Rosberg dá o segundo lugar do pódio à Williams, por assim completar a noite dos esquecidos (Renault e Williams). Hamilton fecha em terceiro.</p>
<p style="text-align:justify;">Nada tão lamentável para Ferrari esse ano. Felipe Massa, com apenas a 13ª posição pelos problemas nos boxes, perde a corrida nos erros da equipe e Raikkonen em tentativa de melhor pontuação arriscou e perdeu. Com isso, a McLaren toma a liderança de construtores, pela primeira vez no ano. Hamilton pode não ter vencido a prova, mas garantiu o seu 'pé de meia' para as três posteriores corridas, chegou em terceiro também com talento. Na disputa pelo título, essa corrida só interessou ao jovem inglês. Já que Massa, Kubica e Raikkonen não somaram pontos.</p>
<p style="text-align:justify;">A Ferrari nessa temporada vai de azar em azar. Hoje, o piloto foi punido por fazer o correto, fica a 7 pontos em desvantagem do líder Hamilton, na classificação. Raikkonen, o homem de gelo, sentiu a temperatura e a pressão de Cingapura, e talvez seja ele quem mais vem sofrendo com as lambanças da Ferrari. Por capricho de prestígio ou não, Kimi fez com que Cingapura ficasse ainda mais especial para Ron Dennis.</p>

It gets to be a relief from the boring and dull curcuits some F1 races currently happen at.</p>

<p><strong>Fernando Alonso</strong> won the topsy turvy race and who could have ever imagined Ferrari not gaining a single point and giving aone point constructors lead to Mclaren Merc,while hamlinton(84 points) extended his lead by 7 points over Massa(77points).</p>
<p><em>Earlir though a safety car period caused Alonso to take a lead and Nico Rosberg to get his career best result, while the same period pushed the race leader Massa to the very end of the pack.</em></p>

<p>De nuevo pole para Massa, que está demostrando este año una gran solvencia en las clasificaciones. Su tiempo fue casi 7 décimas mejor que el del segundo en parrilla, Hamilton, una diferencia abismal tras la cual se puede esconder una estrategia sensiblemente diferente de los 10 primeros en parrilla. Si se confirma esto, debería hacer una pronta parada en boxes. O bien puede tener una carga "normal" y haber realizado una vuelta fuera de lo normal, que tampoco es descartable. Raikkonen consiguió maquillar un poco el resultado marcando el 3º mejor tiempo. Seguramente mañana en la salida intentará pasar a Hamilton si consigue salir mejor. R. Kubica con su 4º puesto sigue demostrando su regularidad y solvencia a la que nos tiene acostumbrados esta temporada. Vettel nuevamente  volvió a colocarse en la Q3, arañando un 7º puesto que seguramente le pondrá en los puntos.</p>
<p>La cruz de la clasificación es para el equipo Renault; Piquet nuevamente no pasó el corte de la Q1 y saldrá el 16. Pero su compañero F.Alonso saldrá solamente un puesto por encima al traicionarle la bomba de la gasolina. Una lástima porque estaba mostrando un rendimiento excelente y podría haber cosechado un buen resultado en clasificación y probablemente en carrera. Bourdais nuevamente mostró un rendimiento pobre al  quedarse en la Q1; su coche se mostraba nervioso.</p>
<p>Pronóstico de carrera: Si Massa sale bien y no va excesivamente corto, podría lograr una victoria relativamente cómoda. Si Raikkonen sale mejor que Hamilton, podría adelantarlo en las primeras curvas y hacer una excelente labor a su compañero. Como siempre Kubica estará al acecho para subirse al podio. ¿Veremos el despertar de Raikkonen en la noche asiática?. Si llueve durante la carrera, todo se iría al traste y la victoria podría ser muy disputada. El safety car tiene muchas papeletas de que sea visto por el trazado a lo largo de la carrera. Cuidado con los baches que no pasen factura, el sentido del circuito (antihorario) y el desfallecimiento de los frenos. Puede ser una carrera con muchos abandonos...</p>

<p>Fernando Alonso has been running well. Damp conditions have contributed to him to claiming three top four finishes in his last four races. Renault have kept developing their car in a bid to hold on to Alonso for another year and this race will see their final batch of upgrades for 2008 applied to the R28. For me, Alonso remains the most talented all-round driver in the field and that makes him best equipped to deal with whatever situation is thrown at him. <a href="http://www.betfred.com">BetFred</a> and <a href="http://www.totesport.com">Totesport</a> both have Alonso priced at 40/1, the latter with each way terms. <a href="http://www.betfred.com">BetFred</a> offer a stand out 6/1 about a podium finish.</p>
<p>Sebastian Vettel owes me nothing now, but I’m going back to the well again. His wet weather driving is proven as ridiculously good and his Toro Rosso has improved beyond all recognition. The team has collected nineteen points in the last three races! The 6/1 for a podium as tipped up by Tom Millard has gone, but <a href="http://www.betfred.com">BetFred</a> are persisting with their 40/1 outright. I think that the bookmakers are underestimating him.</p>

<title><![CDATA[Freiheit ist sicherer]]></title>

<content:encoded><![CDATA[<p>Kürzlich (obwohl es schon etwas länger her ist sage ich nicht "länglich") <a href="http://catocon.wordpress.com/2008/08/29/gefahrliche-floskeln-kindeswohl/">schrieb ich</a> über die Gefährlichkeit gewisser Floskeln am Beispiel des Begriffs Kindeswohl. Nunmehr, bewegt von diversen Vorfällen der letzten Tage aus teilweise völlig verschiedenen Bereichen der Welt und des Lebens , gedenke ich über einen weiteren solchen Begriff zu schreiben: die Sicherheit.</p>
<p>Abermals handelt es sich um einen Begriff, von dem niemand eigentlich sagen kann, er sei dagegen. Betrachten wir einmal folgende Beispiele, in denen im Namen der Sicherheit Dinge getan werden und wurden:</p>
<p>Am 11. September 2001 unternahmen einige muslimische (vorwiegend arabische) Terroristen eine Reihe von Attentaten unter anderem auf das WTC. Um die Sicherheit der Bürger zu garantieren wurden daraufhin in aller Welt Eingriffe in elementare Bürgerfreiheiten beschlossen, Überwachung wurde vereinfacht, und an allen möglichen Ecken und Enden wird bis heute noch an der Freiheit der Bürger gesäbelt, immer im Namen der Sicherheit.</p>
<p>In den letzten Jahrzehnten gab es immer wieder scheußliche Berichte über Kinderschänder, die unschuldige Kinder brutal mißhandelt und getötet haben. Schreckliche Taten, für die die Täter schwer bestraft gehören. Um der Täter habhaft zu werden, so versicherten immer wieder Innenpolitiker nahezu aller Parteien, müsse man, je nach aktueller politischer Lage der Debatte, Gentests durchführen, Datenspeicherungen erleichtern, Überwachungskameras flächendeckend installieren, oder irgendeine andere Maßnahme dieser Art in Gesetzesform gießen.</p>
<p>Oder, um ein weniger hochpolitisches Thema zu betrachten, um diversen Unfällen in Formel-1-Rennen vorzubeugen, die bei Regen am Start immer wieder geschehen, geht man mehr und mehr dazu über, bei Feuchtigkeit auf der Staße hinter dem Safety-Car zu starten, also in Wirklichkeit gar keinen wirklichen Start auszuführen. Der Grund ist natürlich, daß ein Risiko für die Sicherheit der Fahrer besteht, das sich verringern läßt, wenn man auf den "echten" Start verzichtet. (Natürlich besteht auch ein RIsiko für die Fahrer, wenn man überhaupt Rennen fährt, immerhin sterben gelegentlich Rennfahrer nicht an Altersschwäche sondern verbrennen in ihren Autos, brechen sich ihr Genick usw. Aber diesen Risikofaktor - das Rennen selbst - hat die Rennleitung bislang noch nicht verbieten wollen. Warum eigentlich nicht?)</p>
<p>Die Liste ließe sich endlos fortsetzen. Fast jede wesentliche politische Entscheidung hat eine Komponente, die sich auf die ewige Kontroverse zwischen Freiheit und Sicherheit zurückführen ließe. Ich überlasse die geistige Bemühung, entsprechende Beispiele in allen Feldern der Politik und in allen Lebensbereichen zu finden, dem interessierten Leser. Doch worin besteht eigfentlich die Kontroverse? Ist nicht Freiheit etwas, was wir alle wollen? Wer ist denn schon gegen Sicherheit? Und ist nicht in gewisser Weise Freiheit auch die Sicherheit, nicht getötet zu werden? Und Sicherheit die Freiheit in Frieden zu leben?</p>
<p>Wie wir sehen gibt es einen sehr engen Zusammenhang zwischen Freiheit und Sicherheit: Wir wollen beides. Kein Volk kann auf lange Sicht existieren, wenn es nicht ein gewisses Maß an Sicherheit genießt. Ich möchte nicht in einer Welt leben müssen, in der jeder Schritt auf die Straße ein Risiko ist, weil überall Terroristen und sonstige Verbrecher lauern. Aber genausowenig möchte ich in einem Staat leben, der durch extreme Sicherheitsvorkehrungen jede Freiheit einschränkt, weil eben auch Freiheit eine Art Sicherheit ist: die Sicherheit, nicht vom Staat terrorisiert zu werden.</p>
<p>Dieser enge Zusammenhang läßt sich gut mit dem Biathlon vergleichen. Die Sportler müssen eine gewisse Strecke Laufen, und dann auf Zielscheiben schießen. Wer schnell läuft, hat beim Schießen einen Nachteil, weil er seinen Körper zu stark angestrengt hat, um noch gut zu zielen. Wer aber langsamer läuft, verliert zu viel Zeit und ist am Ende weit hinten im Resultat, weil er seinen Rückstand aus dem Laufen nicht mehr kompensieren konnte. Nur derjenige, der beides gut genug hinbekommt - und in der Regel nirgendwo absolut perfekt ist - wird den Sieg davontragen.</p>
<p>Genauso ist es mit Freiheit und Sicherheit. Nur wer eine gute Balance zwischen beidem erreicht, kann frei und sicher sein. Wie sieht diese Balance aus? Darüber streiten sich die Gelehrten - und nicht nur die. Das Bedürfnis, mehr Sicherheit zu erlangen - wie es heute im Wesentlichen die politische Bühne beherrscht - iat legitim und richtig. Aber es hat die Folge, auf Dauer, nicht nur Freiheit aufzugeben (was ja für die Anhänger der "totalen" Sicherheit noch erträglich wäre), sondern auch Sicherheit. Denn aus der Fehlbarkeit des Menschen folgt direkt, daß ein Staat, von Menschen gelenkt, der einen immensen Überwachungsapparat kommandiert, um die Sicherheit der Bürger zu gewährleisten, selbst wieder mißbraucht werden wird. Wer kontrolliert die Kontrolleure? Wer stellt sicher, daß diejenigen, die unsere Sicherheit garantieren, nicht selbst korrupt sind, nicht selbst Vorteile aus ihrem Wissen über uns ziehen, nicht selbst wieder unsere Sicherheit gefährden? Der Staat, der uns alles geben kann, kann uns auch alles nehmen. Das gilt erst recht für unsere Sicherheit.</p>
<p>Wer also Freiheit aufgibt, um Sicherheit zu erlangen, kann davon ausgehen, beides zu verlieren.</p>
<p>Nun werden die Anhänger der "totalen" Sicherheit mich unterbrechen wollen - sie werden sagen, daß das auch für die Freiheit gilt: Wer Sicherheit aufgibt, um Freiheit zu erlangen, wird ebenfalls beides verlieren. Wer unsicher lebt, kann nicht wirklich frei sein, weil er ständig Sorgen haben muß überfallen zu werden, einem Anschlag zum Opfer zu fällen usw. Alles legitime Bedenken, wie ich hinzufügen möchte. Leider haben sie zwei kleine, elefantenohrkleine, Fehler.</p>
<p>Erstens ein formaler Einwand: Jeder Mensch hat von Natur aus so etwas wie seine Freiheit. Er ist nicht von Natur aus sicher, aber er kann von Natur aus frei sein. Man stelle sich eine Welt vor, in der es keinen Staat gibt - wir haben kein Problem uns dies theoretisch vorzustellen. Es gebe in dieser Welt keine Institutionen von irgendeiner Art, die Sicherheit gewährleisten. Jeder Mensch sei auf sich gestellt. Diese Menschen sind immer noch frei, wenn auch ihr Leben vermutlich wie Hobbes zu schreiben pflegte, häßlich, brutal und kurz sein wird. Sie sind frei. Es ist möglich, sich eine Welt vorzustellen, in der freie Individuen ohne eine Institution leben, die Sicherheit garantieren soll.</p>
<p>Man versuche nun, sich das Gegenteil vorzustellen: Eine Welt ohne freie Menschen, in der jedes Lebewesen nach einem determinierten Programm abläuft, in der es keine Freiheit gibt, sondern jeder nur das tut, was er eben tut - ohne sich entscheiden zu können. Zunächst ist eine solche Welt vorstellbar. Diverse Strömungen der (Sozio-)Biologie tun dies ernsthaft, und Philosophen fragen schon seit langem nach der Willensfreiheit des Menschen. DAs soll hier nicht das Thema sein. Aber können diese Menschen sicher sein? Kann ein Mensch, dessen Handlungen durch Umwelt und Genetik determiniert sind, der keine Freiheit besitzt, überhaupt "sicher" sein? Doch nur, wenn auch diese "Sicherheit" bloß Resultat irgendwelcher determinierter Prozesse ist, die zu beeinflussen niemand fähig ist. Ferner: Da jede Handlung determiniert ist, entwickelt sich die Sicherheit einfach so - denn auch die Handlungen der Innenminister sind determiniert. Allein schon deshalb kann Freiheit ohne Sicherheit existieren, aber nicht umgekehrt Sicherheit ohne Freiheit. Das was frei sein soll, kann sicher oder unsicher sein. Was aber sicher sein soll, muß zuallererst frei sein. Damit das Geld, das ich sicher anlegen will, sicher sein kann, muß ich es zuerst anlegen. Solange es bei mir unter dem Bett lagert, ist es nicht "sicher" angelegt, sondern gar nicht.</p>
<p>Der Mensch kann in einer sicheren oder einer unsicheren Gegend leben. Aber solange er nicht lebt, kann er nicht sicher sein.</p>
<p>Der Mensch kann sicher oder unsicher sein, aber ohne den freien Menschen ergibt der Begriff "Sicherheit" keinen Sinn. Freiheit geht der Sicherheit vor, weil nur der freie Mensch sicher sein kann.</p>
<p>Aber nun zum zweiten elefantenohrgroßen Problem mit der Ansicht, daß es ohne SIcherheit keine Freiheit gibt: Wir haben schon gesehen, daß ein "Sicherheitsstaat" nicht nur die Freiheit zerstören müßte, sondern aufgrund der fehlerhaften Natur des Menschen letztlich auch die Sicherheit. Was geschähe nun mit dem Leben ohne die Sicherheit: Die Menschen hätten es sicher nicht so gut, wie unter einem maßvollen Sicherheitsregime. Aber es kommt nicht zur Selbstaufhebung der Freiheit. In der Tyrannei der Sicherheit kontrolliert niemand die Kontrolleure, und niemand kann sich gegen die Kontrolleure auflehnen - dies beschädigte die Sicherheit aller Bürger (nicht nur derjenigen, die tatsächlich angegriffen werden, denn staatliche garantierte SIcherheit ist ein kollektives Gut - eine Gemeinschaft ist dann entweder sicher oder sie ist es nicht). Dies ist der entscheidende Punkt. Wenn ein Mensch sich gegen die Restriktionen der Staatssicherheit (Wortspiel beabsichtigt) auflehnt, lehnt er sich gegen die Sicherheit aller auf. Dies ist der Grund warum Hobbes Leviathan absolute Staatsgewalt verlangen mußte - die kleinste Abweichung von der Absolutheit der Staatsgewalt zerstört die ganze Staatsgewalt, wenn sie auf der Sicherheit basiert.</p>
<p>Lehnt sich ein Mensch gegen die Freiheit auf, um mehr Sicherheit zu haben, könnte er sich etwa eine Waffe anschaffen. Er könnte Wachhunde oder Wachmenschen beschäftigen, um sein Grundstück zu schützen. Er könnte ein Kung-Fu-Meister werden, oder was auch immer. Es wäre sogar möglich, daß er sich total einmauert, und sich jede Freiheit nimmt, um sicher zu sein - niemand hätte ein Problem damit. Wenn sich ein Mensch gegen seine Freiheit entscheidet, nimmt er damit keinem anderen Menschen die Freiheit. Er schränkt niemanden ein, frei zu sein.</p>
<p>Wichtig ist vor allem die Einsicht, daß Sicherheit und Freiheit beide entscheidend sind für das Wohlbefinden der Bürger, aber daß dies nur auf der individuellen Ebene gilt. Es gibt ebensowenig kollektive Bedürfnisse, wie kollektive Rechte. In Freiheit sind daher alle Menschen frei, nach Sicherheit zu streben. In Sicherheit sind alle Menschen sicher, keine Freiheit dulden zu können.</p>
<p>Das Problem liegt also weniger darin, daß Freiheit und Sicherheit einander widersprechen, als darin, daß Freiheit und Sicherheit auf unterschiedlichen Ebenen verfolgt werden. Wer von Freiheit spricht und redlich ist mein individuelle Freiheit. Sicherheit ist zwar ein Gefühl von Individuen, doch wird das Erreichen des Zustandes, in dem die Menschen sich sicher fühlen, in der Regel als kollektive Aufgabe, als Staatsaufgabe, gesehen.</p>
<p>Wenn das Kollektiv den Menschen vorschreibt, was sie zu tun haben, damit sie sicher sind, verlieren sie ihre Freiheit - und wie gesagt am Ende auch ihre SIcherheit.</p>
<p>Wenn die Menschen dem Kollektiv vorschreiben, was es zu tun und zu lassen hat, damit sie frei sind, gewinnen sie neben anderen Freiheiten auch die Freiheit, sicher zu sein. Nicht alle Menschen werden in dieser Situation sicher sein - und abstrahiert von anderen Umständen, wie Lebensrecht oder Besitzrecht, haben Menschen nicht wirklich die Möglichkeit in Freiheit sicher zu sein.</p>
<p>Aber wenn man Lebensrecht, Freiheitsrecht und Besitzrecht zusammen betrachtet, dann ergibt sich daraus die Möglichkeit, in gewissen verfassungsmäßig bestimmten Grenzen Sicherheitsaufgaben an den Staat abzutreten (Polizei, Verteidigungsarmee), <strong>ohne die Sicherheit selbst zur Staatsaufgabe zu erklären. </strong></p>
<p>Der Scheinwiderspruch zwischen FReiheit und Sicherheit hebt sich selbst auf, wenn man beides vorwiegend auf der Ebene des Individuums betrachtet. Die Bedürfnisse der Bürger, das nach Sicherheit mit eingeschlossen, sind legitim - und in einem freien Land hat jeder das Recht, nach ihrer Erfüllung zu streben, solange er Leben, Freiheit und Besitz der anderen Bürger respektiert - genau dies tun aber die Sicherheitsfanatiker nicht, denn sie insistieren auf einer kollektiven Lösung der Sicherheitsfrage.</p>
<p>Die streng begrenzten Aufgaben des Staates sind nicht: Garantie des Ergebnisses (Sicherheit). Sie sind z.B. Bereitstellung einer modernen Verteidigungsarmee, die in der Lage ist, Angriffe von außen abzuwehren, Bereitstellung einer Polizei, deren Befugnisse streng beschränkt sind, die aber effektiv gegen Kriminalität vorgehen kann. Niemals darf ein Staat seinen Bürgern das Recht auf Selbstverteidigung oder das Widerstandsrecht nehmen. (Daher bräuchte man in jedem Land Regelungen wie in der Schweiz oder in den USA, wo jeder unbescholtene Erwachsene das Recht hat, eine Waffe zu tragen, aber das ist hier nicht das Thema.)</p>
<p>Dies alles läßt sich auch abstrahiert von der großen Politik oder der Staatsebene betrachten. Nehmen wir die BEispiele, die ich zu Beginn des Artikels genannt habe, und wenden wir die hier entwickelten Ansätze einfach an:</p>
<p>- Es wäre richtig gewesen, nach dem 11. September korrdinierte und gezielte Angriffe auf Verstecke diverser Terrorzellen in Afghanistan zu unternehmen; aber es widerspricht dem Konzept einer VErteidigungsarmee, wenn sie Einsätze in aller Welt durchführt, um eine Sicherheit am Hindukusch zu erkämpfen, die durch das dortige Engagement von Jahr zu Jahr prekärer wird.</p>
<p>- Ich bin der erste, der dafür ist, Kinderschänder, die man erwischt hat, für immer einzusperren. Es ist auch richtig, wenn man intensiv ermittelt, und unter Umständen jeder kleinsten Spur lange und unter Aufwendung aller Ressourcen nachgeht, um die Aufklärung solcher Verbrechen wahrscheinlicher zu machen. Schädlich ist es aber, z.B. Gentests zu fordern oder Daten zu speichern, denn so grausam die Tat auch sein mag, die Aufklärung eines bereits geschehen Mordes ist nicht so wichtig, wie die Freiheit (und damit die Sicherheit) aller Bürger eines Landes.</p>
<p>- Es ist ein nobles Anliegen, die Sicherheit bei Autorennen verbessern zu wollen. Gegeben die Tatsache, daß alle beteiligten Piloten freiwillig fahren und erwachsen sind, wären angemessene Maßnahmen etwa ein Aufruf an alle Teams, ihren Piloten zu empfehlen, vorsichtiger zu starten als üblich, oder schlicht und ergreifend eine allgemeine Warnung zu veröffentlichen. Falsch ist es aber in jedem Fall, die Piloten zu bevormunden und allen eine einheitliche Lösung des Problems aufzuzwingen, das primär nicht in dem Regen besteht, sondern in den Sicherheitsbedürfnissen einiger Rennkommissare und Fahrer.</p>
<p>Ähnlich läßt sich dies auf fast alle Bereiche des Konflikts zwischen FReiheit und Sicherheit übertragen. Es ist richtig, zu warnen. Es ist verständlich zu empfehlen. Es ist falsch, zu befehlen.</p>
<p>Ob es Kleinigkeiten sind, wie der Start eines Autorennens, oder Angelegenheiten von weltweiter Bedeutung, wie die Terrorakte vom 11. September, Freiheit und Sicherheit sind beide zuerst individuelle Angelegenheiten, und in begrenztem, verfassungsmäßig festgelegtem Maße an das Kollektiv zu delegieren, subsidiarisch, also auf der niedrigsten möglichen Ebene. Und im Zweifel muß der FReiheit der Vorzug gegeben werden, weil die Freiheit im schlimmsten Fall die SIcherheit aufheben kann, die Sicherheit aber im schlimmsten Fall nicht nur die FReiheit zerstört, sondern auch sich selbst aufhebt.</p>
<p>Durchsage an alle Anhänger der "totalen" Sicherheit: <span style="text-decoration:underline;"><strong>Freiheit ist sicherer.</strong></span></p>

<p>It is therefore interesting to compare drivers’ lap times in the second phase of qualifying, with the time that they ultimately qualified with carrying race fuel.  Although no two tours are the same, there is no real incentive to max out in Q2 and many factors go in to posting a time, we can at least <i>speculate</i> which drivers are potentially going longer into their first stint.</p>
<p>Looking at the front four:</p>
<p><strong>Difference between Q2 time and Q3 time (seconds):</strong></p>
<p>Hamilton: +1.250<br />
Massa: +1.287<br />
Kovalainen: +1.778<br />
Raikkonen: +1.694</p>
<p>Now I don’t see Heikki threatening Lewis’s position in normal circumstances, but can we say that Kimi will go longer in to the race than Hamilton?  If an extra lap of fuel costs 0.168 seconds per lap, then the fact that the Finn has gone an additional half-second slower than his own Q2 time respective to Hamilton’s is certainly interesting.</p>
<p>Also worth noting is that when interviewed immediately after the qualifying session Massa seemed to indicate that he was very happy with his lap and that he had made no mistakes, whilst Ron Dennis appeared to acknowledge that getting to the front in this session was paramount in the McLaren team’s thinking.  I am going to stick my neck out and say Lewis is a touch lighter than his rivals.</p>
<p>So back Massa or Kimi for race victory then?  Instead I have laid Hamilton at odds-on on the exchanges.  Pole-sitters have won just three of the last nine races here, Massa is full of confidence and Kimi has to remain a threat on his past form around this circuit. With the challenging nature of the track, potential inclement weather and the possibility of a safety car, I am happy to take on anyone with the odds in my favour.</p>

<p>Vettel looks on super form and his confidence is high.  The extra horsepower from the Ferrari unit will certainly be an advantage at Spa, whilst Vettel's performances in Asia at the end of last season underline his ability in the wet.<!--moreContinue reading...--></p>
<p>With the appearance of a safety car always likely, the possibility of an upset has to be on the cards.  200/1 was a headline grabbing price from <a href="http://www.sportingbet.com">SportingBet</a> which has already gone, however 125/1 with each way terms (1/5th 1,2,3) remains available with <a href="http://www.paddypower.com">PaddyPower</a>, <a href="http://www.stanjames.com">Stan James</a> and <a href="http://www.ladbrokes.com">Ladbrokes</a>.</p>
<p>16/1 for a standalone podium is still available and a top three finish can't be ruled out completely, even without the turmoil caused by weather or the safety car.</p>
<p>The high attrition rate at the Spa-Francochamps circuit and the less-than-perfect reliability of the Ferrari engines makes a points-finish bet at just over Evens seem slightly less appealing.</p>

Les british futés ont certainement chargé, un peu trop, leurs monoplaces pour <strong>s’éviter tout risque</strong> lors d’une sortie, toujours imprévisible, de la <strong>Safety Car</strong>. Il faut rappeler que dans le paddock la question n’était pas de savoir si la SC allait sortir mais plutôt <strong><span style="text-decoration:underline;">COMBIEN</span></strong> de fois elle allait sortir. </span></p>

Stratégie peut-être aussi dictée par le risque connu qui existait que son moteur, comme celui de Felipe il y a 3 semaines, ne termine pas la course…</span></p>

A safety car appearance is long odds-on, whilst the betting would also indicate that we should expect to see in the region of six retirements. Several drivers, strategists and team principals have also indicated that planning for a safety car has entered their thoughts.<!--moreContinue reading...--></p>
<p>With this in mind, I am going to chance my arm on a couple of less-fancied drivers to finish in the points. Kazuki Nakajima and Sebastien Bourdais could both be described as outsiders even within their respective teams; but at the odds that are available, I believe that a case can be made for backing them this weekend.  Certainly with the driver market about to move into top gear they both have a point to prove.</p>
<p>Nakajima’s ability to “survive” into the points prompted me to <a href="http://f1punter.com/2008/05/10/one-to-watch-kazuki-nakajima/">write this</a> earlier in the season.  There I highlighted that the street circuits of Monaco and Canada could well be the places to profit.  The Japanese driver justified my support with a seventh place finish in the principality, followed by a retirement from ninth position in Montreal, having ran as high as second in the race. Since then he has again overcome the adversity of the British conditions to pick up points at Silverstone.  </p>
<p>Back on another street circuit this weekend, Kazuki has actually posted his best qualifying result of the season: lining up in eleventh place.  With his teammate just ahead of him in ninth – in a rare top ten appearance for the Williams – there is plenty to be hopeful about this weekend.  Several firms go 9/4 about Nakajima picking up the three places that he needs to make it his fifth points scoring finish of the season.  I’m happy to get involved with that.</p>
<p>Sebastien Bourdais is having a strong weekend.  Whilst much of the attention has been focused on his teammate, the Frenchman (who has plenty of experience of street circuits from his Champ Car days) has quietly been getting on with the business of punching above his weight.  Fourth in Practice 1 and third in Practice 3 paved the way for his first top-ten grid slot of the season.</p>
<p>It is a worry that he hasn’t managed to finish in the points since Albert Park, but at least it is a high-speed temporary track that he is encountering again this weekend.  Critically the Toro Rosso that his team have rocked up with in Valencia would appear to be a different beast (bull?) to the one that we have seen before.  There are still bits of 2/1 around for him to finish in the points.</p>

<p><strong>Safety Car</strong></p>
<p>According to my records we have only seen one Safety Car in Hungary in the last ten years (in 2006).  On that occasion morning drizzle at the track saw the drivers racing on wet tyres.  With the long range forecast (<a href="http://www.weather.com/">weather.com</a>) predicting a dry weekend, I am surprised to see <a href="http://www,skybet.com">SkyBet</a> go 5/6 either way on the Safety Car being deployed.</p>
<p><strong>Lap of First Retirement</strong></p>
<p>A spate of first lap retirements at the start of this season has seen this market shift downwards.  For Sunday’s race <a href="http://www.bet365.com">Bet365</a> are offering the following odds:</p>

<p>Following Hockenheim, the average number of laps completed before the first of retirement in 2008 is seven.  In the last ten years at the Hungaroring only three races have seen a retirement in the first two laps and on average 8.5 laps have been completed before the first driver begins the walk back to the pits.  Have Bet365 got their prices wrong?</p>
<p><strong>Honda</strong></p>
<p>Jenson Button recorded his first (and so far only) win around here in a Honda and generally this is a circuit where the Japanese team have gone well.  Since 2004 the team (both in the final year of BAR and as the factory outfit) have managed to place six cars in the points from eight attempts.</p>
<p>The Budapest circuit requires the cars to be set up with a significant amount of downforce and it is in this trim that we have probably seen the Honda to its best effect this season – sixth in Monaco and seventh in Canada – discounting the wet race at Silverstone.</p>
<p><a href="http://www.extrabet.com">Extrabet</a> make both Honda drivers 5/1 shots to record a points-paying finish, or of course 5/2 coupled.</p>

<content:encoded><![CDATA[<p>O GP da Alemanha estava chato(com Hamilton em primeiro), e previsível até a batida do alemão Timo Glock da Toyota que provocou a entrada do carro de segurança ou em <strong>inglês safety car</strong>.</p>
<p>A partir daí, o que se viu foi todo mundo entrando no box menos Hamilton em uma tática estranha e com isso caiu para sexto após sua parada e Massa em segundo e com Nelsinho em primeiro ao arriscar tudo em uma parada só. Claro que Piquet Jr contou com a sorte, mas depois foi dono de uma pilotagem irretocável apenas sendo superado pela Mclaren do inglês.</p>
<p>Agora considerações:</p>
<p>1- Hamilton ainda não é um gênio e sim um grande piloto. Para mim Alonso é melhor que ele ainda </p>
<p>2- Massa é um bom piloto só que a Ferrari levou de goleada da flecha prateada durante todo fim de semana.</p>
<p>3- esse fato de dois brasileiros no mesmo pódio (com Nelsinho em 2o e Massa em 3o), não acontecia desde 91 (nesta data Senna chegou em 1o e Piquezão em 3o).</p>

<p class="MsoNormal" style="margin:0;"><span style="font-size:11pt;font-family:Verdana;">Después de que hace dos meses se anunciara que el coche de seguridad del DTM sería un Mercedes C63 AMG, hoy Audi acaba de anunciar a los medios que ellos proporcionarán el coche de seguridad para el DTM, y no siendo otro que el superdeportivo R8, el cual estará presente a partir de la cita de Norisring.</span></p>

<p class="MsoNormal" style="margin:0;"><span style="font-size:11pt;font-family:Verdana;">Según Werner Frowein, -ejecutivo de Quattro-; dadas las excepcionales cualidades deportivas del R8 las mejoras introducidas han sido mínimas –aunque no se comunican en qué consisten–. </span></p>
